Adding a dreamy glow effect in your photos is easier than you think.
A dreamy glow effect can be achieved in Lightroom. There is an alternative that can be done using a mobile app (other than the Lightroom app) too.
But I would strongly recommend using Lightroom to get the best possible results.
You need to visualize how you want the picture to look before you start editing it.
If you want it to look dreamy, the colors should create a dreamy feel as well.
Oversaturated photos hardly look dreamy.
For example, if you’re editing a photo of the sunset or a photo that has sunlight in it, consider giving a warm touch to the color grading in Adobe Lightroom.
On the other hand, if you’re editing a photo shot at night, in low-light surroundings, cold weather, or snow-capped mountains, give a cold-blue touch in the grading.
You can do so by using either curves or split toning.
When you’ve color-graded the picture how you want it to be, it’s time to add the dreamy glow effect.

Create a dreamy glow effect in Lightroom
Increase the texture of your photo a bit and reduce the clarity. Keep playing with these sliders to find the perfect amount of glow according to your taste.
Remember you have to increase the texture and decrease the clarity. So, move the sliders accordingly.
Moving the slider to the right increases the value, and moving it to the left decreases its value.
To take the glow to the next level, pull up the highlights using the highlights slider or curves.
I generally prefer using highlights and whites slider to do this.
As the highlights & whites in your photo increase, you will see the glow effect increase proportionally.
Be mindful of how much you’re pulling the highlights up, it shouldn’t start dominating the picture entirely.
